Doing Business in Uzbekistan: A Foreign Buyer’s Guide for 2026

More than 750 large-scale projects are planned or under way in Uzbekistan, and the country has committed to delivering at least 1 million new homes by 2030 [1]. That pipeline is the reason foreign hardware buyers are paying attention. Every project needs tools, fasteners, safety equipment, power tools, locks, and installation hardware—much of it sourced from outside the country. This guide covers the market logic, registration, import rules, payment protection, logistics, and cultural signals that affect whether a first Central Asian sourcing programme succeeds.

Why Foreign Buyers Are Looking at Uzbekistan Now

Uzbekistan is the most populous market in Central Asia and borders four Central Asian states and Afghanistan. The construction wave is not a trade-fair talking point: it is written into national objectives, with hundreds of large projects and the 1 million-home target running across housing, infrastructure, and industrial development [1]. For hardware businesses, that translates into steady demand for power tools, hand tools, fasteners, abrasives, PPE, welding equipment, smart locks, and garden or outdoor equipment.

The first visit is easier than many buyers expect. More than 60 countries have 30-day visa-free entry to Uzbekistan, so eligible buyers can attend meetings, view sites, and walk a trade fair without a lengthy visa process [2]. That low barrier is important in a region where relationships and repeated contact still strongly influence procurement decisions.

Setting Up: Registration, Contracts, and Legal Protection

Most foreign buyers do not need a local entity on day one. They begin by selling to a licensed Uzbek importer or distributor, or by working through a regional agent, with the supplier exporting under clear Incoterms. A buyer that is creating a stable local presence can later choose a limited liability company, joint venture, or representative office. The core framework for foreign investors and partners is the Law on Investments and Investment Activity [3], which covers investment guarantees and dispute resolution.

Whatever structure you use, put every material point in writing. The contract should define product specification, acceptance criteria, price currency, delivery point, payment schedule, warranty, and governing law. In our experience, the deals that run into trouble are rarely bad ideas; they are usually vague specifications and short emails standing in for a contract. Import Compliance: Standards, Certification, and Customs

When goods cross into Uzbekistan, the State Customs Committee verifies classification, declared value, and documentary compliance [4]. The importer usually handles brokerage, but the buyer still needs a clean commercial invoice, packing list, transport document, and any required conformity documents.

Uzbekistan is not an EAEU member, so do not assume an EAC mark is the default for the Uzbek market. National conformity assessment is managed by the Uzbek standardization and metrology agency [5]. For onward sales to EAEU countries such as Kazakhstan or Kyrgyzstan, EAC certification may still be needed. We recommend asking every supplier which certificates they hold for CE, GS, and the relevant Eurasian or Uzbek schemes, then checking the certificate number online rather than relying on a logo in a brochure. Certification is usually not the largest line item in a sourcing project, but incomplete documentation is one of the most common causes of clearance delay.

Payment and Currency: Keeping the Transaction Safe

Use a payment structure that matches the risk. A letter of credit under ICC UCP 600 gives bank-level document review and is common for first orders or larger values [6]. It protects against document risk, not product risk, so combine it with a pre-production inspection and a precise specification. A T/T deposit and balance structure is simpler and cheaper, but it gives less recourse if the goods arrive below standard. For mid-size shipments, documentary collection can sit between the two.

Aim for exact language on currency. Hardware deals in Central Asia are often priced in USD, sometimes in CNY, with local operational spend in UZS. Decide in the contract whether USD or CNY applies, which party bears exchange rate movement, and which bank will handle the payment. For larger orders, milestone payments and partial shipments reduce your exposure. If you use a local agent, confirm their authority in writing and never send money to an unrelated third-party account.

Logistics and Incoterms: Moving Hardware Without Surprises

Begin logistics planning with Incoterms 2020, because the delivery point determines who carries cost and risk [7]. From that base, the route decision matters. Uzbekistan is landlocked, so most hardware moves by truck or rail. Common corridors include the China–Kazakhstan border crossings, the northern rail route, and the Trans-Caspian International Transport Route, often called the Middle Corridor [8]. Each route carries different transit times, costs, and documentation requirements, and service levels vary by season.

For a first-time buyer, a door-to-door term such as DAP or DDP Tashkent is often the simplest because the supplier manages most of the journey. EXW or FOB gives you more control but requires you to nominate a forwarder and manage border handling. Business Culture: Meetings, Decisions, and Trust

Titles matter. Use full names and formal titles until your counterpart signals otherwise. Russian is common in trade, Uzbek is the state language, and English is growing among younger professionals, but for contract-level conversations a professional interpreter is a good investment. Bring printed product data, certificates, and a clear pricing sheet in USD.

Meetings often move slower than in Shanghai or Frankfurt. A senior manager may approve the relationship while procurement, finance, and logistics still need to approve the transaction. Plan for this by asking who else must review the decision. Hospitality is part of the process: tea, meals, and a few minutes of personal conversation are not delaying tactics but the way trust is built. Use Telegram and WhatsApp for fast follow-up, but send formal confirmation by email. Written follow-up after every meeting is expected and remembered.

CAIHE 2026, the Central Asia International Hardware Expo, takes place 24–26 November 2026 at Uzexpocentre in Tashkent, across Pavilions 3 and 4. Use the fair as due diligence, not tourism. Walk the halls with a shortlist, compare similar suppliers on the same criteria, inspect samples, request certificate references, and meet not only manufacturers but also the regional distributors and customs brokers who will make delivery possible. Do I need a visa to attend CAIHE 2026?
